Call for Sites 2026
St Albans City and District Council is in the process of preparing the next Local Plan 2029. The 'Call for Sites' is an early opportunity for individuals, landowners and developers to suggest sites within the District for development over the next 15-20 years.
N.B. The Government requires the Council to commence this process now before adoption of the Local Plan (2026).
What is a Call for Sites?
A call for sites is an effective way of finding new sites for potential development that have not been previously identified. It asks stakeholders including developers, landowners, public bodies and the general public to propose land they think is right for development. These can then be assessed, with the most appropriate put forward for allocation during the local plan process.
You are invited to put forward any new sites that you would like the Council to consider allocating in its next Local Plan 2029. These should be capable of delivering 5 or more dwellings, or economic development on sites of 0.25 hectares or more (or 500 square metres of floor space or more). Proposed land uses can include:
- Housing
- Gypsy & Travellers
- Mixed Use
- Employment
- Renewable and low carbon energy and heat
- Biodiversity Improvement / Offsetting
- Green Belt Compensatory Land
- Land for Tree Planting
- Other
To enable sites to be mapped digitally, please provide GIS files of your site, where possible. We can also accept AutoCad files.
The consultation period runs for nine weeks between Friday 17 July 2026 at 10am to Friday 18 September 2026 at 5pm.

How do I make a site submission?
Submissions will only be considered within the Call for Sites consultation period. Please return representations to the Spatial Planning Team by 5pm on Friday 18 September 2026:

What happens next?
The Call for Sites exercise will not determine whether a site should be identified for development or other uses, such as open space, tree planting etc. This is only the start of the process and the information submitted may be made publicly available.
In preparing the new Local Plan, sites will be tested through further technical work to assess their sustainability, suitability and deliverability. The sites considered most appropriate will then be subject to further public consultation.
