William Bird Pavilion Redevelopment
Overview
The Council is taking forward plans to replace the dilapidated changing rooms at William Bird Open Space, Toulmin Drive. The building has remained closed since 2022 after a survey confirmed the presence of RAAC concrete, requiring full redevelopment. The proposed scheme will bring the former changing facilities together with the community and social spaces currently provided at the New Greens Residents Association, accommodating all current and future user groups under a single and modern facility.
Initial feasibility work has led to the project securing £6.4 million of funding. The funding is expected to come primarily from property disposals, Section 106 allocations, external grants, and potential enabling schemes, with some borrowing.

Initial engagement has taken place with the following groups:

Next Steps
Following on from the initial engagement with the community groups above, the Council's team is reviewing the feedback received so far. We welcome feedback from the public and further engagement will follow. Submission of a planning application is anticipated in the Summer.
