The Landlord and Tenant team maintains the relationships between the Council and our commercial tenants. The team deals with new lettings, lease renewals, rent reviews and the issuing of property related licences, as well as other property management matters including service charge administration.    

Opportunities for our commercial premises, which include retail and office premises, are advertised on the open market.

Commercial Premises to Let

St Albans City and District Council manage a number of commercial premises which include retail and offices that are let on a commercial basis.

We also manage two city centre garage sites for the storage of domestic vehicles located in Russell Avenue and Gombards, and let out individual parking spaces for business and residents located in the city centre.

District Parks - Ice Cream Van Opportunity

The Council is inviting expressions of interest for a Licence Agreement to operate ice cream vans within Verulamium Park, with the potential for an additional or alternative pitch within part of Clarence Park.

The Licence Agreement will run for a multi‑year period to be agreed with the successful operator. The annual trading season is expected to run from 1 April to 30 September each year. 

The Council anticipates that the annual Licence Fee will fall within the range of £30,000–£60,000 per year (ex VAT). Operators wishing to express interest must be willing and able to pay a minimum Licence Fee of £25,000 per year (ex VAT).

Operational Requirements

Power Supply:

  • All frozen‑at‑point‑of‑sale ice cream equipment must operate using battery-powered electricity.
  • One van may be permitted to use a grid-fed power supply, except during periods when floodwater makes the socket inaccessible.
  • Diesel engines or generators must not be used for freezing equipment, except as a limited backup on exceptionally busy trading days.

Vehicle Size and Weight:

  • Vehicles must not exceed the size or weight of a small Ford Transit, VW Transporter, or equivalent model. This restriction is required to protect bridges and routeways within the parks.
