The Countryside Management Service (CMS) is working in partnership with St Albans City & District Council to develop a new ten-year Greenspace Action Plan for Camp Open Space.

Renewal of Public Space Protection Order - closing 01/10/2026 Toggle accordion

St Albans City and District Council is proposing to renew the current Alcohol Control, Public Space Protection Order (PSPO) that is in place in the City centre.  We are inviting comments on this proposal. The current order expires on 20 October 2026.

This proposal is being submitted as the PSPO is a necessary power which allows the Police to prevent street drinking, associated crime and anti-social behaviour within the area of the order.

Unfortunately, St Albans City Centre continues to attract high levels of street drinking. This takes place in hotspots, and on occasions with intimidation and violence between street drinkers and members of the public. Without the PSPO, the Police will lose a key means of control and there would be a risk that the behaviour would escalate.

Since March 2026, the Police have used this order to seize alcohol on 122 occasions. 

A person found to be in breach of the Order is liable on summary conviction (at the Magistrate's Court) to a maximum penalty of a level 2 fine (£500) or a fixed penalty notice (FPN) of up to £100.

Written representations about the proposed renewal of the PSPO can be sent to CommunitySafety@stalbans.gov.uk or in writing to Community Safety at St Albans City and District Council, Civic Offices, St Peters St, St Albans, Herts, AL1 3JE before 1 October 2026.

Hemel Garden Communities Draft Supplementary Planning Documents - closed 19/03/2026 Toggle accordion

Hemel Garden Communities, St Albans City & District and Dacorum Borough Council invited local residents, businesses, and developers to have their say on two new Draft Supplementary Planning Documents to help shape the future housing, neighbourhoods and development within the Hemel Garden Communities Programme Area. The documents provide a joint approach for all development planned in and around Hemel Hempstead in Dacorum and St Albans districts.

Supplementary Planning Documents are technical documents which help to clarify, illustrate or provide detail on how Local Plan policies should be applied in practice and they will help to inform future development across the town.

The Council consulted on updates to the taxi policy section 26 which deals with dual badges for those who can be licensed to drive both private hire and hackney carriage vehicles.  

The proposed changes were designed to clarify meaning and better represent the intended use of the policy.
