Fees, charges and payment terms

Event Management Hirer Fees apply to any events taking place on District Council owned outdoor parks and green spaces. 

Fees are per event, per day and any variance from the fees listed will be at the Council’s discretion

*Non-operational – ingress and egress days (i.e., any day that is required to set up or break down the event.) 

“Premium Space”: Verulamium Park is charged at a premium rate. This is because it is the largest space available and subject to a large number of requests. All other parks and green spaces are currently charged at a lower rate. This is subject to review and may be amended at Officer discretion. 

Community groups and voluntary organisations who invest their time or reinvest money back into supporting the upkeep of the parks and green spaces (e.g. ‘Friends of’ groups), may qualify for a full or partial discount on the event charges. You should contact events@stalbans.gov.uk if you think this may be applicable to you.

A Flyposting deposit will be retained if you, as the hirer, disregard the signed declaration and/or your publicity material is found displayed in unauthorised locations around the district. This will be charged at a rate of £25.00 per item of material removed. Such instances may also be reported to the relevant Council department for investigating breaches of the advertisement regulations. The Retention means the amount the Council retains to cover any damages to the ground, noise nuisance, fly posting or other consequences of the event to the Venue or Site which result in the Council spending to make good or result in a loss of income to Council. At the discretion of the Council, up to 100% of the Retention will be refunded to event organisers within 30 days of the conclusion of an Event following a satisfactory inspection of the Site by the Council and its Contractors, and evaluation by the Council of complaints received related to the Event.

In the event of significant damage arising from the activities associated with the event, the Event Organiser will be charged at a rate to be agreed.

In the event that damage is caused to the ground requiring reinstatement, the pre‑paid Retention will be used to cover the associated costs. If the cost of reinstatement exceeds the value of the pre‑paid Retention, the Event Organiser will be issued with an additional invoice for the outstanding amount. 

A Noise deposit will be retained if you disregard your responsibilities on controlling noise. The cost of investigation of noise complaints related to your event will be £100 per Event Day if the Environmental Health team is satisfied that the noise exceeds the permitted level. This will be deducted from the noise nuisance element of the Retention.

Payment of Fees, Deposits and Retentions Toggle accordion

Hirer Fees, Deposits and Retentions will be payable by the time stated on the Licence Order & Acceptance Form. 

The booking is not finalised until a deposit is received as per your Licence.

Retentions will be retained until a satisfactory review of the ground and complaints related to the event has been undertaken after the event. See Refunds section below.

If the required fees have not been received in full by the date on the Licence Order & Acceptance Form, we may put your event on-hold or terminate the contract.

Should you need an additional Licence, this would be by arrangement with the relevant council department, and would be charged separately from the Event Management Hirer Fee, in accordance with the relevant legislations, e.g. Temporary Event Notices (TEN) etc.

Refund of Retentions Toggle accordion

At the discretion of the Council, up to 100% of the Retentions will be refunded to event organisers within 30 days of the conclusion of an Event following a satisfactory inspection of the Site by the Council and its Contractors, and evaluation by the Council of complaints received related to the Event.

In the event of contravention of noise and/or flyposting retentions detailed above, or other such damage, suitable monies will be retained by us as noted above and to cover the costs incurred by the Council. 

Cancellations Toggle accordion

nless otherwise stipulated in the Land Hire Licence, events are subject to the following cancellation policy.

The Event Organiser may cancel their Event at any time and must confirm the cancellation in writing to the Council via events@stalbans.gov.uk. Any cancellations will be subject to the following charges:

 On completion or cancellation of the Contract for whatever reason:

  • Any provision of the Contract that expressly or by implication is intended to come into or continue in force on or after completion or cancellation shall remain in full force and effect; and
  • Completion or cancellation of the Contract shall not affect any of the rights, remedies, obligations or liabilities of the parties that have accrued up to the date of completion or cancellation, including the right to claim damages in respect of any breach of the Contract which existed at or before the date of completion or cancellation.

 

A notice of cancellation of a booking, once given by the Event Organiser, is irrevocable.
