Hairdresser ordered to pay £1,094 for waste disposal offences

A hairdressing business in St Albans has been ordered to pay £1,094 by a court for waste disposal offences.

 

Businesses are required by law to complete a transfer note for each load of commercial waste that leaves their premises. They must also ensure their waste carrier is licensed.

 

Studio 10, which was based in Hatfield Road, was unable to show it had met the legal requirements from February 2023 to February 2025. 

 

It failed to provide records of its waste disposals over the two-year period or any proof it had used a licensed carrier.

 

The offences were uncovered during a routine check on the waste disposal records of businesses in the area by the environmental enforcement team of St Albans City and DIstrict Council.

 

A Fixed Penalty Notice fine of £300 was issued to Studio 10, which has since moved to Chequers Street, for the breaches.

 

However, they failed to pay and because of that, the Council decided to prosecute.

 

Director Ian Rotman appeared at St Albans Magistrates Court on behalf of the firm and admitted the offences at a hearing on Wednesday 28 January.

 

District Judge Alan Thorn ordered the company to pay a total of £1,094: a £210 fine, an £800 contribution towards the Council’s costs and a victim surcharge of £84.

 

Councillor Edgar Hill, Lead for Environmental Enforcement, said after the hearing: 

 

We have a policy to work with our local businesses and educate them about their legal requirements.

 

Unfortunately, in this case the business ignored the Fixed Penalty Notice leaving us with no option but to prosecute.

 

The vast majority of our businesses comply with the regulations for commercial waste disposal and it is disappointing to come across one that has failed to do so.

 

It is important that all commercial waste should be properly disposed of and we will take appropriate action against any business that does not comply.
