Business Improvement District (BID) ballot 2026
St Albans BID has been operating in the central area of St Albans since 2017 and is coming to the end of its second term, which runs until 31 March 2027.
For the BID to continue beyond this date, a ballot needs to be held on a new BID term. The ballot will take place between 7 September and 8 October 2026.

What is a BID? Toggle accordion
Business Improvement Districts, or BIDs, carry out projects for the benefit of those who live, work or spend time in the BID area. Their activities are funded by a BID levy which is paid by relevant business rate payers in the BID area.

The BID ballot 2026 Toggle accordion
For St Albans BID to continue beyond 31 March 2027, a ballot needs to be held on a new BID term.
The ballot will be run by the Ballot Holder (Amanda Foley, Returning Officer at St Albans City and District Council) and administered independently by Civica Election Services. This is to ensure that the ballot process is conducted in line with statutory regulations and remains fair, transparent and confidential.
BID ballots are conducted by post, with ballot packs being posted to all businesses that would be liable for the new BID levy. Each eligible levy payer receives one ballot paper per hereditament.
A Notice of Ballot will be sent to all relevant businesses around Wednesday 18 August. This notice will contain details of the BID ballot, including who can vote, how to appoint a proxy, and how to request a replacement for a lost or spoilt ballot paper.
Ballot papers will be sent out around Monday 7 September. The ballot papers will be accompanied by information about the ballot process, details of the proposed BID levy, and an overview of the new BID proposal.
All ballot papers must be completed and returned by the close of ballot - 5pm on Thursday 8 October.
The result of the ballot will be announced on Friday 9 October and the Notice of Result will be posted on this webpage.
If the majority of the votes cast and the majority of aggregate rateable value of those voting is in favour of the BID proposal, St Albans BID will operate for a further five-year term (2027–2032).
