The Council’s Parking Strategy outlines our aims to deliver an efficient service that provides fair and safe parking across the district, to help shape, manage, and deliver the Council’s vision for parking. It sets out how we manage kerbside space to reduce the impact of parking on the environment. 

By reviewing the proposals, we will make significant improvements and provide benefits as outlined:   

  • One 1-hour free parking session per vehicle per day– We are proposing to offer a 1‑hour free parking session, in the named roads in Harpenden, followed by paid charges in 30‑minute increments thereafter. The aim is to encourage motorists to park in less frequently used bays. By doing so, we hope to increase turnover of the more central spaces and improve overall availability. 

 

The general effect of the Order would be in Arden Grove, Southdown Road, Thompsons Close and Victoria Road, Harpenden to:  

  1. Convert paid parking places (1 free 30-minute parking session per vehicle per day) 2-hour maximum stay, no return within 2-hours, operating Monday to Saturday 9:00am-6:00pm to (1 free 1-hour parking session per vehicle per day) 2-hour maximum stay, no return within 2-hours, operating Monday to Saturday 9:00am-6:00pm.  

 

The proposed charges will be up to 1-hour free (1 free session per vehicle per day) or in 30-minute increments of £1.25 up to 2 hours.

Informal Off-Street Parking Consultation 

St Albans City and District Council is seeking your views on proposals to introduce new tariffs, remove a tariff and vary existing tariffs within Clarence Park Car Park and Westminster Lodge Car Park, St Albans.  

These changes are being considered as part of the Council’s ongoing work to ensure that parking arrangements remain fair, sustainable, and aligned with the needs of residents, visitors, and local businesses. 

The general effect in Clarence Park Car Park will be to: 

  1. Remove the up to 5 hours tariff - £7.70
  2. Introduce an up to 4 hours tariff - £5.90
  3. Introduce an up to 6 hours tariff - £8.10
  4. Increase the up to 24 hours tariff from £15.50 to £16.30 

The general effect in Westminster Lodge Car Park will be to:  

  1. Introduce an up to 1 hour tariff - £1.00
  2. Increase the up to 2 hours tariff from £1.50 to £1.90
  3. Increase the up to 3 hours tariff from £3.20 to £3.50
  4. Increase the up to 4 hours tariff from £5.90 to £6.20
  5. Introduce an up to 6 hours tariff - £9.50 

All other existing tariffs will remain the same.

St Albans City and District Council is undertaking an informal consultation on potential changes to the parking arrangements within Controlled Parking Zone (CPZ) P.

 

The CPZ in Zone P has been in place for some time, and we are now reviewing how well it continues to meet the needs of residents, businesses, and visitors. Feedback from the community has highlighted a range of issues, including difficulties finding parking, variations in how effectively parking controls operate across different streets, and concerns about the balance between resident, visitor, and short-stay parking.

 

This consultation seeks your views on a number of proposed changes that aim to improve how parking operates across the area, which also includes reviewing the use of Clarence Road Car Park.

 

Your input is vital in helping us understand what is working well and what could be improved, and we encourage you to provide your views on the proposals.

Hillside Road 

It is proposed to introduce a new controlled parking zone and permit parking area (zone **) in the Hillside Road area comprising:

  1. Permit holder only parking past this point where valid HS permit holders can park in any location where there is no waiting restriction in Althorp Road and Raymer Close.
  2. Controlled parking zone for permit holders in Avenue Road, Hillside Road, Lemsford Road, Manor Road, St. Peter’s Road, and Townsend Avenue.
  3. Shared use (permit holder and paid limited waiting parking in Townsend Avenue)
  4. Introduce double yellow lines to reinforce Highway Code rules at junctions, crossovers and bends.
  5. The hours of control will be Monday to Sunday between 8:30am and 10pm.

We are currently reviewing the possible need for a Controlled Parking Zone (CPZ) in the London Colney area to ensure the parking provision continues to meet the needs of residents, businesses, and visitors. The introduction of a CPZ can include resident permit parking, additional yellow lines, setting a maximum time a vehicle can remain parked (e.g. in bays outside shops), and parking charges.

As part of this review, we will also be asking you as a local resident for your views on Haseldine car park and parking in general, including how long vehicles should be allowed to park there, and what improvements can be made to make the car park better for all.

Your input is vital in helping us understand what is working well and what could be improved.

The consultation will open on 8 September 2025 and closes on 29 September 2025

We have identified a boundary area which we believe includes the current problem areas and the possible displacement area which would be impacted if a CPZ or restrictions were introduced. Please note, this is not the proposed area for a CPZ, just the area we feel, based on current evidence, will be impacted.

It is proposed to introduce a Permit Parking Area in Goldsmith Way comprising:

  1. Permit holder only parking past this point signing where valid GS permit holders can park in any location where there is no waiting restriction.
  2. Introduce double yellow lines to reinforce Highway Code rules at junctions and bends.
  3. The hours of control will be Monday to Sunday between 8:30am and 10pm.

The Council’s Parking Strategy outlines our aims to deliver an efficient service that provides fair and safe parking across the district to help shape, manage, and deliver the Council’s vision for parking. It sets out how we manage kerbside space to reduce the impact of parking on the environment.

By managing the kerbside set out in the proposal, we will make significant improvements and provide benefits as outlined:

  • The adoption of the road - Goldsmith Way – To ensure their status aligns with the adopted network and can be properly maintained by the highway authority.
  • The introduction of double yellow lines at key junctions is necessary to preserve sightlines and junction visibility, and to prevent obstructive parking, thereby supporting the safe movement of vehicles and pedestrians along the newly adopted road.
  • Increased enforcement – more monitoring and enforcement of restrictions supports fairness and street safety.

St Albans City and District Council continues to work hard to increase efficiency and reduce running costs where possible, the cost of providing parking services should be met from the income received from fees and charges, including permitting schemes for parking on street and the issue of Penalty Charge Notices for motorists who park in contravention. .
